To me, this suggests a deliberate expansion of the public sector, possibly to prop up employment numbers.

I can’t help but wonder if this is a tactic to mask a recession that’s been brewing, especially with the budget deficit growing for the past three years. It feels like a short-term fix rather than a sustainable solution.
