According to Japan’s National Police Agency, the number of reported cable theft cases has surged dramatically, from 5,478 in 2020 to 20,701 last year—a nearly fourfold increase.
Solar power plants have become primary targets, with 7,054 cable theft incidents recorded at such facilities in 2024 alone.
To combat the thefts, authorities have decided to require scrap metal buyers to register. Violators face up to six months in prison and fines of up to ¥1 million.
Scrap buyers will also be required to collect sellers’ information and report to the police if a seller brings in a large quantity of cut cables.
Carrying tools used for cutting cables will be prohibited, with penalties for violators including up to one year in prison or a fine of up to ¥500,000.
