An interesting case. The UAE passport is one of the most prestigious in the world, but obtaining one for “outsiders” is nearly impossible. This creates a paradox: in one of the wealthiest nations, thousands of people remain stateless, lacking basic rights. They are called Bidoons.
Many of them were born in the country, yet they remain in a status of “invisibility.” Bidoons have no access to social benefits, free healthcare, or education. They are restricted in their rights to work and own property, which makes their existence dependent and marginalized.
The UAE government spent a long time searching for a solution and eventually came up with an original approach. Authorities struck a deal with the small African nation of the Comoros Islands to purchase passports for the Bidoons.

Reports suggest that the UAE bought between 40,000 and 50,000 passports to grant Bidoons the official status of “foreign residents.” However, this document only superficially addresses the issue—Bidoons remain as powerless as ever.
